商業捕鯨的行為一直被全世界的保育人士所詬病，尤其是「日本」幾乎可以說是受到最嚴重譴責的國家，但其實挪威的捕鯨量是世界第一，數字超越了日本和冰島的總和，而挪威更在今年將捕殺小鬚鯨的配額提高至1000頭，並提高出口日本的鯨肉數量，此舉引亮許多保育團體的嚴正批評以及抗議。

許多國際性的保育團體皆於8日發表聲明，抗議挪威這種放任捕殺鯨魚的政策，動物福利研究中心(Animal Welfare Institute)更在聲明中指出：「挪威所獵捕的鯨魚高達90%都是懷孕的母鯨，提高捕鯨量只是為了能夠出口更多的鯨魚和鯨肉給日本，這樣的商業性濫捕根本就不是必須的行為。這些鯨魚都被海上移動的船隻丟擲的手榴彈或是射擊的槍彈殺死，這相當殘忍，挪威政府應該改用護鯨、賞鯨的觀光業來打造更多經濟跟生態共存的可能，遊記而不是放任這種不人道的產業。」

事實上，早在1986年國際捕鯨協會（IWC）就完全禁止任何商業性的捕鯨行為，此禁令適用於所有成員國，其中包含日本、挪威和冰島，而瀕危野生動植物種國際貿易公約（CITES）也禁止了小鬚鯨肉的交易，挪威此舉不僅違反國際禁令，捕殺懷孕鯨魚更是嚴重的影響鯨魚繁衍，對此，國際間許多的保育團體和學者都大表譴責，更有不少團體發起「寫信你國家的給挪威駐外大使，告訴他『立刻停止殘害鯨魚』的重要性」。
